Just as the Science Council debate and related reviews of the SC indicate, the scientists ARE the "knowledge managers". To think that in this day and age most scientists are not well linked to all/most key research groups around the world but need help, is paramount to saying they are poor scientists. Is there then still a role for staff with a special "knowledge management" skills to hold the scientist's hand and guide him/her along the impact pathway? What are those "knowledge management" skills anyway, that would add value and that scientists are not already implementing/accessing? We need to do our sums and invest resources where they add real value to our agenda. Knowledge management "experts" are not one of them. |

Listing up my think pieces, I got a bit confused about the discussion target of the topic given to us in SF2009.
I original thought that we were discussing about ICT for agriculture but now I feel that we are expected to discuss more about ICT for agricultural science and research. If correct, I may think information science is more important to discuss rather than ICT, though I understand that ICT is also playing an important role in agricultural research, e.g., Web to exchange and disseminate scientific information.
Now, my question is;
1. Should we understand that a term ICT covers information science as well in our discussion? 2. Should we discuss only about ICT for agricultural sciences and research? 3. What is a rough direction of the discussion, practical or philosophical?

Yes, you are very right. There has been confusing signals. Is the Workshop on how ICT contribute to agricultural development of which research is one contributor or about how ICT can contribute to research and innovation inagriculture that leads to devlopment.
In my second version of the background note (which I attach) I have stressed more information science and how it leads to innovative approaches to agricultural research and innovation and in turn agricultural development (See Framework). This paper is now being further worked upon by Peter Ballantyne.
So the answers, in my opinion, to your very interesting questions that help clear the air for all are:
1. Yes, ICT covers information science.
2. No, we should look at information (and communication) sciences and how they contribute to agricultural science, research and technology generation that contributes to progress in agriculture. 3. The discussion should be based on the philosophical basis around information sciences contributing agricultural science, research and technology generation for development but should also illustrate practical ways to achieve the development impact. There is a paper by Ehud Gelb on the EGFAR Forum that illustrates some of the issues we might need to discuss.
