The two main objectives for the meeting were:
¿ To design a clear, transparent, practical and harmonised management system of competitive grants in the SROs, based on existing mechanisms at national, regional and/or global levels. In particular:
To develop criteria and guidelines for the implementation of SROs' competitive grants, based on respective SROs' sub-regional ARD strategies and priorities, including rules for eligibility of actors to submit proposals, for the selection of proposals, for the management of the funds allocated, for the reporting mechanisms, etc.
To develop a framework that would be used by all donors to provide competitive grants to SROs,
¿ To articulate the complementarities of SROs competitive grants with other financial resources allocated at the sub-regional level, particularly the supports provided to sub-regional entities and to "basic metabolism" of research networks and those allocated at the regional (FARA, other regional research fora in the world) and global levels (GFAR, CGIAR).
