CGIAR Capacity Development Highlights and Comments
In 2014, the CGIAR initiated an open survey to gather comments and input on the draft CGIAR Capacity Development strategy. GFAR – the Global Forum on Agricultural Research welcomed the development of such a strategy as GFAR stakeholders consider that capacity development is, in itself, a development objective.
 
The activities GFAR undertakes under its umbrella of “Capacities for Change” are directed towards enabling institutional, organizational and individual professional capacity development in agricultural innovation systems. In its Medium Term Plan, GFAR is committed to fostering more coherent global action to strengthen capacities to support innovation system development. As a key partner in the Global Forum, the CGIAR’s repositioning of capacity development at the center rather than the periphery of CGIAR business is to be applauded.
 
A good number of GFAR stakeholders, representing other networks, the international agricultural research arena, national institutions, NGOs, international inter-governmental organizations and universities, responded to the CGIAR survey providing in-depth comments and suggestions. Input revolved around three broad themes – i) The purpose for capacity development within a context of partnering and Theory of Change; ii) Forming effective and equitable partnerships in capacity development, and iii) Directing capacity to where it is needed – particularly the national level. These comments provide valuable and frank insights on the roles expected of international research institutions in helping to develop national capacities.
