Dr. Harsha Liyanage Harsha Liyanage is the Managing Director of Sarvodaya-Fusion, (www.fusion.lk), Sri Lanka. And also the Principal Consultant of eNovation4D (www.enovation4d.co.uk), the UK based consultant associate group. He had been a Visiting Research Fellow to IDRC, Canada (2007 – 2008 Oct), and South Asia Regional Coordinator for GKP (Global Knowledge Partnership) (2006 – 2008). Dr. Liyanage holds a PhD in Biotechnology (Tissue Culture) from University of Tokyo, Japan, and an Executive MBA (2011), at Canterbury Christ Church University, UK. He served as a visiting lecturer at University of Colombo for over 5 years. His long involvement with grassroots sector as Deputy Executive Director (Social Empowerment – 1994/2004) and a honorary Vice President to Sarvodaya (2002/2004) had led him to become a consultant for organizations including the UN, IDRC and many other International Development Organizations. Within the ICT4D sector, Dr Liyanage had lead pioneering telecentre initiatives in Sri Lanka since 1996, and designed a ‘Subsidy Voucher’, and prototyped ‘FarmerNet‘ in Sri Lanka. His latest publications include; ‘Sustainability First’ on telecentre sustainability, ‘Noise at the Last Mile’ on socio-anthropological investigations into rural sector WiFi applications, and Mobile phone applications for the community development. Based in UK, his focus as a consultant at eNovation includes Innovation, Sustainability and Social Impact assessment in ICT & Mobile applications in developing country context.
