Emmanuel is an Economist from the National University of Rwanda. He has Master's Degree in Development Studies. He has been an active member and leader for various youth movements and a senior staff in the Ministry of Agriculture.
At the Ministry served under various key positions in a World Bank Project: the Rural Sector Support Project (RSSP), as the Monitoring and Evaluation Officer, the Regional Project Coordinator and finally as the Project's Senior Economist.
