Keijiro Otsuka is a Professor of Development Economics at the National Graduate Institute for Policy Studies in Tokyo and President of International Association of Agricultural Economists.Kei has been conducting a large number of comparative case-studies on Green Revolution,land tenure and tenancy,natural resource management,and income distribution and poverty between Asia and sub-Saharan Africa.He is an adviser to the Coalition for African Rice Development organized by JICA and AGRA,which aims at doubling rice production in Sub-Saharan Africa in 10 years.He received his PhD in Economics at the University of Chicago in 1979,was a post-doctoral fellow at the Yale University in 1979, a visiting scientist at the International Rice Research Institute(1986-89),and a visiting research fellow at the International Food Policy Research Institute(1993-98).He was chairman of board of trustees of IRRI(2004-07) and is a member of Core Team of World Development Report 2013 &ndash
