I am a livestock scientist with over two decades of experience in Agricultural Research and Development. Currently and over the last three and a half years I have been heading the Partnerships and Capacity Development unit (PCD) of ASARECA. This unit is responsible for managing ASARECA's strategic partnerships especially with regard to implementation of CAADP. ASARECA's capacity building initiatives for the National Agricultural Research Systems (NARS) of the eleven member countries of ASARECA are also managed under the unit.

Harry Palmier recently joined the GFAR Executive Secretariat as Senior Partnerships Expert under a secondment from the French Institute for Research on Development (IRD). Harry, a native of Guadeloupe, has a PhD in International Public Law and Development from the University of Paris 1Pantheon/Sorbonne and a background in Economics. He has a long standing involvement in agricultural research management and multilateral development.
