En instaurant l’Alliance mondiale contre le changement climatique (AMCC), l’Union Européenne a pris en 2007 une mesure décisive pour que la lutte contre le changement climatique soit intégrée à ses programmes d’aide au développement. L'AMCC dispose d'un budget de plus de 300 millions d'euros et fait partie des initiatives les plus importantes dans le monde dans le domaine du changement climatique. Elle appuie 51 programmes à travers le monde et est active dans 38 pays, 8 régions et sous-régions, et à l'échelle mondiale.
